EPR Romania · Local representation
Selling into Romania? We handle your environmental obligations locally.
If you place packaged goods on the Romanian market without an establishment here, the law requires you to have a representative in Romania. That is us. Environmental Fund registration, OIREP contract, deposit-return scheme and periodic declarations — we carry them, you sell.
12 August 2026 — the authorised representative becomes a legal requirement
Article 45 of the PPWR requires companies established outside the European Union to appoint an authorised representative in every member state where their packaging reaches the end user. Until now, representation in Romania was indispensable in practice in order to work with the Environmental Fund system. From this date it becomes an explicit legal requirement.
- →Romania has no exemption threshold — obligations start at the first kilogram of packaging.
- →Companies with no establishment here need a fiscal or legal representative, branch or subsidiary in Romania.
- →Responsibility for meeting the obligations passes to the representative in Romania.
- →Retailers are prohibited from selling goods sourced from producers not registered in the deposit-return scheme.
Who this applies to
The law speaks of "the economic operator placing on the market". If your packaged product reaches a buyer in Romania, that operator is most likely you.
Foreign manufacturers
You produce elsewhere and ship into Romania, directly or through a distributor. Your packaging enters the Romanian market.
EU online shops
You sell at distance to consumers in Romania. Where your company or server sits does not matter — where the parcel lands does.
Marketplace sellers
You list on eMAG, Amazon or others to Romanian customers. The platform verifies you; it does not register you.
Non-EU companies
You have no establishment in the Union. You need an authorised representative based in Romania — not just somewhere in the EU.
Beverage importers
You place drinks in deposit-return packaging. Extra duties: RetuRO registration, contract, and unique-code marking.
Companies with a Romanian branch
You already have an entity here. The obligation sits with it — and very often nobody has ever filed a declaration.
You are out of scope only if you sell exclusively outside Romania and none of your packaged products reaches an end user here. A single sales channel into Romania — including a marketplace — brings you into scope.
What you actually risk in Romania
The Romanian particularity: inspections look backwards. You do not pay only for today, but for everything you never declared.
Five-year retroactive audit
On inspection, the Environmental Fund reviews the last five years. Exposure grows with every month you wait.
Contribution of 2 RON/kg
Payable on the gap between what had to be recycled from your packaging and what actually was.
Fines per declaration
1,000–5,000 RON for each declaration not filed with the Environmental Fund. They stack per missed period.
Deposit-scheme sales block
Not registered in the scheme: 20,000–40,000 RON fine, and retailers are barred from selling your products.
Streams we cover
Each has its own registry, fees and deadlines. You may be caught by several at once without knowing it.
Packaging
Law 249/2015. The most common stream, and the one foreign companies overlook most often.
Paper, cardboard, plastic, glass, metal, wood, composites — primary, secondary and transport
SGR — deposit-return scheme
A separate system from classic EPR, run by RetuRO. Mandatory for beverages.
Beverages in 0.1–3 litre containers: PET, glass, metal cans
See the full SGR service (in Romanian) →WEEE — electrical equipment
Electrical and electronic equipment, including components embedded in other products.
Appliances, IT, power tools, toys with electronics, lighting
Batteries and accumulators
A separate registry. Includes batteries inside devices, not only those sold on their own.
Portable, industrial, automotive, embedded batteries
Who you deal with in Romania
There is no single counter. Several institutions and systems, each with its own logic. We hold all of them for you.
Environmental Fund Administration
Where you register and file declarations. Fully online since 2022. Also where inspections come from.
Producer responsibility organisation
You contract an organisation that assumes your recycling obligations. Picking the right one changes the cost materially.
RetuRO Sistem Garanție Returnare S.A.
Beverages only. Platform registration, a contract, and logo plus unique code on every container.
National Agency for Environment and Protected Areas
Formed by merging the former ANPM with ANANP. Coordinates the county directorates and environmental policy.
County Environmental Directorate
The former county APM agencies, reorganised by Government Decision 311/2025. Permits and environmental reports are filed here, in the county where you operate.
National Environmental Guard
The inspection body. Checks on site and issues the fines.
Waste traceability information system
Every kilogram reported must be backed by verifiable documents. This is where the chain shows.

Frequently asked questions
Do I need a Romanian company in order to register?+
Not necessarily. You need some form of representation here — a fiscal or legal representative, a branch or a subsidiary. If you have none, we can act as your representative under a power of attorney. Responsibility for meeting the obligations then sits with the representative in Romania.
I sell very little. Is there a threshold below which I am exempt?+
No. Unlike some other member states, Romania sets no minimum exemption threshold for packaging. The obligation applies from the first kilogram placed on the market.
How often must declarations be filed?+
Monthly or quarterly depending on the applicable regime, by the 25th of the month following the reporting period. Filing is exclusively online through the Environmental Fund platform. We establish together which regime applies to you.
I only sell through eMAG or Amazon. Does the platform not handle this?+
No. The marketplace is obliged to verify that you are registered, not to register you. Without a valid number it restricts your listings, and the legal obligation remains entirely yours.
I have been selling for years and never declared anything. What now?+
It is recoverable, but speed matters. On inspection the Environmental Fund reviews the last five years, and contributions and fines stack for every missed period. Voluntary regularisation is generally treated better than being found during an inspection. The first step is calculating your real exposure — it is often smaller than people fear.
I sell beverages. What does the deposit scheme add?+
It is a separate system from packaging EPR and does not replace it — you have both. You must register on the RetuRO platform, sign a contract with the scheme administrator, and mark every container with the logo and unique code. Without that, Romanian retailers are legally barred from selling your products.
What does it cost?+
Three components: the contributions calculated on the quantity and type of material you place on the market, the tariff of the OIREP you contract, and our administration fee. The material contribution is usually the dominant part and scales directly with your volumes. We give concrete figures after the preliminary check.
I sell in several EU countries, not only Romania.+
EPR remains a national obligation: you need separate registration in every state where you place products on the market. For Romania we provide representation directly. For the other states we tell you exactly what applies and connect you with the right partners.
