ISO 9001 in Romania

Everything you need to know about ISO 9001 certification: what it means, how it works, what it costs, how long it takes and why it matters for your business.

What is ISO 9001?

ISO 9001 is the international standard for a Quality Management System (QMS). Published by the International Organization for Standardization (ISO), it is the most widely adopted management standard in the world — more than 1.2 million organisations across 170 countries are currently certified.

The current version is ISO 9001:2015, in force since September 2015. The standard sets out a body of requirements an organisation must meet to demonstrate that it can consistently deliver products and services which satisfy customer requirements and applicable regulations.

The essence of ISO 9001 is not bureaucracy — it is process control. Certified companies know exactly what they do, how they do it, and what happens when something goes wrong. That removes internal volatility and reduces dependence on key individuals.

The 7 quality management principles

1

Customer focus

Understanding and meeting the requirements of customers — current and future.

2

Leadership

Management sets the direction and creates the conditions for people to contribute to the objectives.

3

Engagement of people

Competence, empowerment and involvement of staff at every level.

4

Process approach

Activities are managed as interconnected processes that operate as one system.

5

Continual improvement

The performance of the organisation is a permanent concern — not a project with an end date.

6

Evidence-based decisions

Decisions are taken on the analysis of real data and information, not on intuition.

7

Relationship management

Relationships with suppliers and partners are managed strategically, for mutual value.

Why companies in Romania get ISO 9001 certified

The number one reason in Romania is access to contracts. SEAP public tenders, contracts with large retailers, orders from multinationals — all increasingly require ISO 9001 certification as a knock-out criterion.

📄

Public tenders

Access to SEAP contracts where ISO 9001 is a requirement in the tender documents

🤝

B2B partnerships

Multinationals and large companies require certification from suppliers as a minimum standard

🌍

Exports to the EU

Many European markets require ISO certification from suppliers based outside their borders

⚙️

Controlled processes

Fewer errors, less rework, and lower costs from nonconformities

🧭

Internal clarity

Clear accountabilities, documented processes, far less improvising case by case

📈

Credibility

An external signal of seriousness to clients, banks and investors

How ISO 9001 is implemented — the process stages

01

Initial gap analysis

We assess your current position against the requirements of ISO 9001:2015. We identify what already exists and what has to be built. Duration: 1-2 weeks.

02

Planning and project setup

We set the implementation plan, the responsibilities, the deadlines and the resources required. We involve management and the internal team.

03

Documenting the processes

We identify and document the key processes: quality manual, mandatory procedures, work instructions, forms. Duration: 6-12 weeks.

04

Implementation and awareness

The documented system goes live. We train your people — not to memorise clauses, but to understand why each process matters.

05

Internal audit

A full internal audit before the certification audit. We identify and close out the nonconformities. Duration: 1-2 weeks.

06

Certification audit

An accredited certification body carries out the audit in two stages. On completion, companies receive the ISO 9001 certificate.

What ISO 9001 certification costs in Romania

In short: for a company with 30 employees, the estimated 3-year total — consultancy, implementation and the certification body — is typically EUR 7,000–8,500 in services or trade, EUR 8,500–11,000 in IT, manufacturing or transport, and EUR 10,000–14,000 in construction, energy or pharma. Roughly 2/3 of that is consultancy and implementation. The sector matters more than the exact headcount.

The total cost of ISO 9001 certification has two components: the implementation consultancy and the certification body fee. Over a full 3-year cycle (implementation + certification + 2 surveillance audits), indicative costs are:

Services / Trade / Consulting

10-30 employees

EUR 7,000–8,500

of which consultancy and implementation: ~EUR 4,700–5,700

Estimated 3-year total, certification body included

IT / Manufacturing / Transport

20-50 employees

EUR 8,500–11,000

of which consultancy and implementation: ~EUR 5,700–7,300

Estimated 3-year total, certification body included

Construction / Energy / Pharma

30-70 employees

EUR 10,000–14,000

of which consultancy and implementation: ~EUR 6,700–9,300

Estimated 3-year total, certification body included

The amounts above are 3-year totals: they include consultancy and implementation and the accredited certification body fee (certification audit and the 2 surveillance audits). Consultancy and implementation account for roughly 2/3 of the total.

How long ISO 9001 implementation takes

The timeline depends on existing organisational maturity and on the internal resources assigned. The average for an SME in Romania is 4-6 months.

Fast start

3-4 months

A company with processes already partly documented, an engaged team, quick decisions.

Standard

4-6 months

A typical SME with no existing management system, but with committed leadership.

Complex

6-9 months

A larger organisation, complex processes, or several working locations.

Frequently asked questions about ISO 9001

Is ISO 9001 mandatory?

It is not mandatory by law, but it has become mandatory in practice for access to public tenders, contracts with multinationals and exports within the EU. Demand grows year on year.

Who can obtain ISO 9001 certification?

Any organisation, whatever its size or field: SMEs, multinationals, NGOs, public institutions. The standard adapts to the specific context of each organisation.

What happens during the certification audit?

The audit has two stages. Stage 1 (documentation audit): the auditor reviews the documentation and the maturity of the system. Stage 2 (on-site audit): the auditor checks how it is actually implemented in the organisation. If there are no major nonconformities, the certificate is issued within 2-4 weeks.

Can I lose my ISO 9001 certificate?

Yes. The certificate can be suspended or withdrawn if the annual surveillance audit finds unresolved major nonconformities, or if the organisation no longer meets the requirements of the standard.

Can I combine ISO 9001 with other standards?

Yes, and it is recommended. ISO 9001 + ISO 14001 + ISO 45001 form an Integrated Management System (IMS). Integrated implementation saves 30-40% compared with implementing them separately.
